Program summary

Goal: NCA will fully implement a VA SkillBridge program to train and hire transitioning Servicemembers for the position of Human Resource Specialist. Priority Hiring Areas: The preferred skills for the Human Resource Specialist position are: • Analyze and report human resources data: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action. Ability to generate reports that are timely, accurate, objective, and actionable. • Apply a wide range of human resource concepts and principles regarding:o Employee Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, investigations, and dispute resolution. Skilled in professionalism in the workplace and de-escalation techniques.o Labor Relations: Knowledge of and compliance to laws, rules, regulations, case law, principles, and best practices, such as due process, and preventing harmful procedural errors. • Customer service skills: Works and communicates with clients and customers on highly sensitive, litigious, and confidential information and investigations (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services.• Oral and written communication skills: Expresses objective information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. You willinterpret and apply regulations pertinent toemployment and placement within theNational Cemetery Administration. Your goalsinclude providing an unusual degree of insightinto the understanding of and sensitivitybetween various personnel programs and tothe organizational and managementrelationships within NCA and advising andassisting management and employeesconcerning all Human Resource functions.The NCA Human Resources Specialist recruitsand supports the NCA professionals by findingthe best of the best to carry out our missionand serve our Veterans and their families.
