Emergency Management Program - Job Training Program

The FEMA Exercise Branch designs, develops, conducts, and evaluates exercises, specific to FEMA, including no-notice exercises, operational component exercises, FEMA-wide national level exercises, and, as appropriate, exercises that involve regional offices. It serves as the lead and primary coordinator for FEMA intra-agency exercises, largely those within the Response Directorate, and coordinates FEMA’s participation in interagency exercises to help ensure FEMA’s ability to accomplish its mission. The FEMA Exercise Branch also administers the FEMA Exercise and Evaluation Program (EEP) and co-chairs the associated Exercise Coordination Group, the primary coordinating body on issues of exercise scheduling, budgeting, resource allocation, organization, objective formulation, design, development, conduct, evaluation, and corrective action recommendations.

This SkillBridge Position will assist with the development and coordination of FEMA’s participation in DOD led exercises with USNORTHCOM and USINDOPACOM because the FEMA Exercise Branch has the responsibility to coordinate FEMA participation in several DSCA focused exercise each year, to include the annual Ardent Sentry, Vigilant Shield, Vigilant Guard, Vibrant Response, and Patriot South exercises. This SkillBridge Position will assist those planning and participation efforts by serving as our Department of Defense (DOD) subject matter expert on the development of FEMA’s exercise objectives and supporting documents. This SkillBridge Position will also have responsibility for assisting in the planning, developing, conducting, and organizing the evaluation of exercises of new exercises that have DOD interaction, as well as with other federal response partners in accordance with FEMA published plans and doctrine.

Minimum Qualifications: (1) Served at least 180 days on active duty in any of the U.S. Armed Forces; (2) To be within 180 days of separation or retirement from any of the U.S. Armed Forces (application process can start prior to the 180 days); (3) Must be on track to receive an Honorable Discharge- Has completed the required service TAPS/TGPS courses; (4) Must receive command (first O-5/Field Grade commander or higher in chain of command) written authorization and approval to participate in DoD SkillBridge Program prior to start of internship; (5) and the SkillBridge candidate should have experience with designing and coordinating exercises focused on Defense Support to Civil Authorities (DSCA) and homeland defense and understanding of how the federal government coordinated disaster response and supports states, local governments, and tribal and territorial partners.
