Contract Specialist- IT focus
Prepare and help execute IT contracting actions. Assist in defining requirements, conducting technical market research, and working with staff to execute IT acquisition strategy to get IT products and services of the best quality and value for USDA- Help manage the entire lifecycle of IT procurements- Collaborate with program managers to define IT requirements and develop acquisition plans.- Conduct market research and create solicitation documents (RFPs, SOWs).- Monitor contractor performance and ensure compliance with contract terms and regulations.- Serve as a key link between program offices, legal, vendors, and contracting officers.- Advise on contracting strategies, especially on Market research, requirements development, and monitoring contract performance- Conduct market research on key technologies and how both government and industy are acquiring them-Ability to analyze proposals, budgets, market trends, and technical requirements.- Understanding mission goals, program needs, and market dynamics to align acquisitions with agency objectives- High Attention to Detail- Knowledge of the Federal Acquisition Regulation and the FAR Overhaul process- Experience in acquiring IT hardware, software, and related servicesSkillful advocacy, conflict resolution, and achieving positive outcomes through communication.Preferred certifications: FAC-COR (1, 2, or 3), DITAP highly preferredOperational planning, attention to detail, systems thinking, problem diagnosis, resource management.
