CPIC Specialist / IT Investment Analyst/Investment Manager

Roles & job description

Manage and optimize IT capital investments and programs to advance mission objectives and ensure compliance with federal standards. Drive strategic planning, portfolio oversight and risk mitigation for high-impact technology programs.Analyze IT investment proposals and advise leadership on IT investment strategies and portfolio performanceChampion process improvement for CPIC compliance and governanceDrive IT portfolio optimization by analyzing investment performance, identifying opportunities for cost savings, and ensuring alignment with agency mission and strategic objectives.Lead comprehensive risk assessments for IT programs and projects, proactively identifying vulnerabilities and recommending mitigation strategies to safeguard mission-critical initiatives.Develop and deliver high-quality CPIC documentation and executive-level reports, providing actionable insights and compliance assurance for OMB and agency leadership decision-making.Expertise in federal IT investment management and CPIC regulations (e.g., OMB Circular A-11), with the ability to ensure compliance and optimize portfolio performance.Proven leadership in project and program management, including strategic planning, resource allocation, and mission-critical decision-making.Strong analytical and financial modeling skills, capable of translating complex technical and budget data into actionable insights for leadership.Exceptional communication and stakeholder engagement abilities, with a track record cross-functional collaboration.Familiarity with federal acquisition and budgeting processes, ideal for candidates with military or government experience.Preferred certifications: FAC-P/PM, PMP, ITIL, or Lean Six Sigma (or ability to obtain within 12 months).Mission-focused project oversight, strategic planning and execution, risk management (including proactive identification, mitigation, and contingency planning), resource optimization, regulatory and compliance adherence, and ability to translate operational and technical data into actional insights for decision-makers.
