Program summary

This is a developmental position re-engineered at less than the full performance level for recruitment and training purposes. The duties of the position are similar to those of the target grade GS-0018-12. Performs entry level work with assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of assigned work.

Roles & job description

SAFETY & OCCUPATIONAL HEALTH SPECIALIST - Assists managers in planning and managing a comprehensive safety and occupational health program to eliminate or control risk of injury to personnel assigned to all phases or Corps activities. Advises design and construction engineers in the application of safety and fire codes and safety engineering standards. Provides complete safety review of plans and specifications at various stages of completion, and at completion confers with design engineers during development of design plans and specifications to correct any design safety deficiencies. Provides innovative analyses of high-risk activities involving construction and environmental health hazards as required. Schedules and conducts safety management evaluations of high-risk construction and operational sites located throughout the Baltimore District. Applies regulations, standards, and sound safety practices to detect hazardous operations and conditions and recommends proper safety and occupational health measures to eliminate or minimize the possibility of injury to personnel and damage to property. Identifies the nature and probable severity of the hazards and determines the proper corrective measure to recommend to management for the elimination or guarding such hazards. Makes field determinations and incorporates accident prevention measures to assure availability of personal protective equipment for control of environmental and safety and occupational health hazards. Conducts on-site surveys of construction and maintenance areas to evaluate programs and make recommendations to control hazards and ensure compliance with prescribed safety requirements. Establishes safety controls for coordination of several contractors in the same work area. Inspects construction projects, construction sites, storage and material handling operation, protective clothing, and suppression equipment. Completes surveys of fire protection devices on District and contractor property to ensure adequacy and currency of devices. Interprets regulations, provides advice, and prepares written procedures for implementation of safety and occupational health prevention Investigates accidents and reviews accident reports to evaluate the adequacy of corrective actions required and serves as technical advisor on major accidents. Investigates mishaps involving personnel or damage to machinery, tools, materials or equipment.
