Police Officer Trainee

Job Description: 1. Performs tasks in varied environments, weather conditions, situations, and environments. Required to work any shift in a twenty-four-hour period, overtime, nights, weekends, and holidays. Must maintain complete response readiness while on duty.2. Performs patrol duties via motorized vehicle or other means, based on assignment. Operates vehicle equipment including but not limited to camera, microphone, radio, and computer. Transports suspects, witnesses, citizens, and patients. Responds to crime in progress calls, engages in emergency driving maneuvers at high speeds through open and congested traffic areas.3. Responds to and conducts preliminary investigation of events related to crimes, ranging from misdemeanors to felonies, death scenes, and accident or disaster scenes. Determines whether incidents are criminal or civil matters during the preliminary investigation. Conducts on-the-scene suspect identification, conducts surveillance of individuals or locations, and exchanges necessary information with other law enforcement officials. Conducts interviews or interrogations of suspects, victims, and witnesses.4. Understands and utilizes appropriate means to search for criminal background information, issues pickups and holds and checks for warrants. Reviews warrants and pickups for completeness and accuracy. Plans how to make arrests.5. Executes the temporary detention of suspicious persons, investigates suspicious vehicles, and prepares initial report accurately documenting the situation and probable cause information.6. Accurately completes all required department forms, records, and reports in a timely manner. Communicates and articulates clearly verbally and in writing.7. Subdues and apprehends suspects including persons who may be violent, resisting arrest or fleeing the scene. Employs the appropriate level of force as authorized by Saint Paul Police Department (SPPD) policies and procedures, local, state and federal law.8. Enforces traffic laws. Articulates the reason for the stop, obtains, and records all necessary information from driver and passengers, and issues citation or warning. Investigates accident scenes and hit and run violations. Identifies impact position. Records statements of witnesses, diagrams scene, and completes required documentation and reports. Collects and protects physical evidence from an accident scene. Recognizes the need for and provides traffic direction.9. Presents accurate and articulate testimony in all court hearings after reviewing relevant reports, notes, and video or audio files prior to testifying.Summary Description: Successful applicants will attend a 14–16-week academy with the St. Paul Police Department. During which they will study aspects of law enforcement, defensive tactics, firearms, emergency vehicle operations, investigative skills, interpersonal skills, and more. At the conclusion of the academy, applicant will have all the required POST training to enforce city ordinance/laws in the city of Saint Paul.

Other Eligibility Factors: Applicants must be at least 21 years of age and be licensed or eligible for licensure as a Peace Officer in the State of Minnesota. Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out-of-state driver's license. Must have no felony convictions, including pardons and/or expungements, criminal convictions of gross misdemeanor or equivalent level, physical assault, domestic assault, or eluding the police convictions. Possess an associate degree or complete a reciprocity exam with Minnesota Peace Officer Standards and Training (POST).Other/Prerequisite: Must satisfactorily pass an oral interview, background investigation, psychological test, and medical examination.
