MAJOR DUTIES AND RESPONSIBILITIESIndependently, or with guidance from the NCIS Senior Special Agent on assignments, theincumbent will:a. Plan, organize, and conduct complete investigations requiring the adaptation of investigativemethods, techniques, and procedures to specific situations; effective liaison, accurateobservation, and concise, logical, and objective reporting of facts.b. As a member of an investigative team, collect and report non-investigativecounterintelligence information in accordance with NAVINSERV, and DIA directives.Counterintelligence information is collected not only in response to specific requirements leviedby the Special Agent in Charge (SAC) or higher authority, but the agent at this level mustrecognize target opportunities when they arise, or follow the direction of the Senior SpecialAgent directing the team, and conduct collection action against those targets. Participates inhighly sensitive counterintelligence operations and engages in positive intelligence collection.c. Prepare for review by the team leader, comprehensive professional reports which serve as thebasis for the preparation of cases for court-martial or administrative decision and the testifying inlegal, quasi-legal, and administrative proceedings.d. Assist in making apprehensions of enlisted and commissioned members of the service, carryfirearms, as necessary, and administer oaths under certain conditions specified in existing legaldirectives. Follows guidance given by the Senior Special Agent in effecting an apprehension,including following safety measures and respecting the constitutional rights of the suspect. This is a particularly hazardous aspect of the position, ranking with night surveillance andinterrogation of a criminally inclined or emotionally disturbed suspects. A related hazardousaspect of the position requires the agent to operate vehicles on long and arduous road trips, athigh speeds during surveillance, and frequently under hazardous conditions. Performance ofthese responsibilities requires a high degree of personal courage, continuing physical fitness, andexpert qualifications in the handling and use of firearms under stress.e. Represent the best interests of the Department of the Navy in liaison with a variety of Federal,state, and local officials, large and varied segments of the local business community, and thegeneral public in the carrying out of their Special Agent duties.f. Perform other duties as assigned.KNOWLEDGE REQUIRED Knowledge of the mission, functions, and organization of NCIS and those requirements essentialto the successful execution of the NCIS mission.Knowledge of, and skill in applying, the policies, precedents, goals, objectives, regulations, andguidelines of criminal and counterintelligence investigations.Knowledge of intelligence and counterintelligence (CI) procedures and techniques to includecollection, analysis, reporting, and dissemination.Knowledge of criminal and counterintelligence investigative methods, operations, andprocedures.Knowledge of the laws, regulations, and documents relating to search and seizure, personalinterviews, interrogations, record collection, evidence, etc.Knowledge of and skill in the safe use of firearms and self-defense methods.SUPERVISORY CONTROLS LEVEL The supervisor or Senior Special Agent makes assignments by defining objectives, priorities, anddeadlines; and provides assistance on controversial or unusual situations which have no clearprecedents. The incumbent independently plans and carries out assignments in conformancewith accepted policies and practices; and handles problems and deviations relying oninstructions, previous training, and accepted procedures. The supervisor or Senior Special Agentensures appropriate factors have been considered, sufficient information or evidence has beengathered to support conclusions, and pertinent regulations and precedents have been applied; andreviews completed work for conformity with policy, the appropriateness of the employee’sapproach, technical soundness, and adherence to deadlines.FACTOR 3COMPLEXITY LEVEL The work consists of performing a variety of criminal and counterintelligence investigations andoperations. The incumbent chooses the appropriate course of action from alternatives to ensure propercustody and handling of evidence; resolve incomplete or conflicting information; conducting searches;planning seizures and arrests while protecting the ongoing investigation; and in identifying when theinvestigation requires expansion and/or culmination. The incumbent exercises judgment in determiningconflicting facts or evidence when subjects do not cooperate, have covert or subtle resistance, haveexplanations which are difficult to refute, and use obstructive tactics to obscure relevant facts.SCOPE AND EFFECT LEVEL The work of this position involves covering the range of criminal and counterintelligenceinvestigations and operations conducted throughout the world by the NCIS. The incumbent’swork ensures the necessary investigative steps and procedures have been completed to produce aquality product.PURPOSE OF CONTACTSThe incumbent has routine contact with other Special Agents and senior NCIS management, highranking US Government, DoD, DON, MARCORPS officials, foreign officials and top echelonofficials of Federal law enforcement and intelligence agencies. The purpose of the contacts is toprovide, collect, and exchange information and ideas to arrive at a satisfactory position regardinginvestigative or operational matters. The contacts are critical to the mission of the NCIS. Theresult of these contacts will affect the quantity and quality of information obtained, and, in turn,result in improved support by NCIS to the Navy/Marine Corps throughout the world.PHYSICAL DEMANDS LEVEL Work ranges from sedentary when writing reports and doing research to physically demandingwhen required. As a criminal investigator, the incumbent must have expert qualifications in thehandling and use of firearms and must be capable of performing arduous physical demands. Theincumbent frequently conducts investigations which may at times require making apprehensions,conducting searches and surveillances, and protecting the lives and property of others. Suchactivities may require the incumbent to climb ladders aboard ships; exert physical strength overanother person; occupy vehicles and other cramped, crowded spaces for extended periods oftime; stand and/or walk for extended periods; lift heavy objects, or otherwise be placed insituations of discomfort or danger, including combat areas while supporting DON efforts.WORK ENVIRONMENT LEVEL The incumbent works in a normal office setting or field setting, except in the conduct of criminaland counterintelligence events. In these types of situations, the work involves high risk ofexposure to potentially dangerous and stressful situations, involvement in physical altercations orthe use of lethal weapons while attempting to arrest suspects, assignments with exposures tocold/hot temperatures, and the risks of falling from high locations.

Applicant must have completed the Criminal Investigation Division Special Agent Course (CIDSAC) to meet the eligibility requirement to apply for the internship.Applicant must pass Interview Panel and Polygraph to meet the eligibility requirement for internship selection.Minimum Secret clearance and favorable suitability check.
